In all the lands on the shores of Si Kiang to the west

of the mouths of this river, and in all the islands of the delta, there are whole villages which make piracy as their means of living.

China is impotent to protect the navigation in these

waterways. From island to island the pirates pass on in boats up to

Tong Kam, D. Joao and Lapa where alone they seek to pass on to Macao and Hongkong.

Only policing by European llaval Forces and a joint action by the European countries which have interests in this region

can overcome so terrible an evil.
